Abstract

The acceleration of power infrastructure development demands efficient resource allocation within engineering enterprises, as conventional project prioritization methods often suffer from high subjectivity, prolonged processing times, and a lack of comparative data analysis across multi-criteria parameters. This study aims to design and develop a web-based decision support system integrating the Simple Additive Weighting (SAW) method to generate a systematic and objective project priority ranking. Utilizing a descriptive qualitative approach combined with software engineering principles, data was collected through field observations, literature reviews, and in-depth interviews with project management experts to determine weights for six distinct cost and benefit criteria, while system functionalities were validated using the black box testing method. The results and discussion demonstrate that the integrated web system successfully executed multi-criteria processing and dynamically filtered out completed projects, with Project A5 (PRJ-005) emerging as the primary priority with the highest preference score of 0.7813, driven by its high urgency index, while black box testing confirmed that all system interfaces and role-based access controls functioned validly with zero logic defects. In conclusion, the deployment of the web-based SAW system provides a more structured and measurable decision-making framework for power engineering enterprises, although future work should integrate sensitivity analysis and Spearman rank correlation validation against expert actual historical decisions to enhance the model's stability.
